The Singhvi household
Mr. Anil Singhvi, a senior advocate, owns a heritage 3-storey bungalow near Statue Circle, C-Scheme (pin 302001). The 5,200 sq ft built-up property houses a joint family of 7, runs 5 split ACs + 1 central, 2 EVs (Tata Nexon EV + Hyundai Kona), an outdoor pool circulation pump, and a home theatre.
The challenge
JVVNL bill: ₹13,800-₹14,500/month (consumption 1,400-1,550 units). C-Scheme heritage zone has strict JDA visibility rules — panels must not be visible from the main road.
The solution
After consulting PM Solar (Solar Awareness Foundation, NGO) on JDA heritage NOC and PM Surya Ghar eligibility, an MNRE-empanelled vendor designed a low-tilt 10 kW array on the rear-facing third-floor terrace (700 sq ft shadow-free), invisible from Bhagat Singh Marg. JDA NOC processed in 21 days.
Financials (indicative reference — largest residential package)
- System size: 10 kW (20 × 540 W Waaree Bifacial + 10 kW Sungrow string inverter)
- List price: ₹6,30,000
- PM Surya Ghar subsidy: ₹78,000 (capped at 3 kW+)
- Rajasthan RREC top-up: ₹17,000
- Net cost: ₹5,35,000
- 5-year EMI (SBI Solar Loan, 8.60% pa): ₹11,051/month
- Down payment: ₹95,000
Before vs After (6 months post-commissioning)
| Metric | Before solar | After solar |
|---|---|---|
| Monthly JVVNL bill | ₹13,800-₹14,500 | ₹560-₹780 |
| Monthly generation | 0 | 1,200-1,350 units |
| Monthly EMI | 0 | ₹11,051 |
| Net outflow | ₹14,150 | ₹11,721 (EMI + bill) |
| Monthly savings | — | ₹2,429 |
After year 5 (loan closure)
- Monthly outflow drops to just ₹680 (fixed charge)
- Annual savings: ₹1,62,000 for the next 20 years
- 25-year lifetime savings: ₹38-42 lakh
JDA heritage NOC process — how to navigate it
For C-Scheme + Civil Lines heritage installations:
- Submit JDA NOC application with site photos + low-tilt mount design (your MNRE-empanelled vendor will prepare the technical drawing)
- JDA architect review (typically 14-21 days)
- Approval issued
- JVVNL net-meter application proceeds in parallel
PM Solar (Solar Awareness Foundation, NGO) provides free guidance on the JDA NOC documentation, vendor selection from the MNRE-empanelled list, and JVVNL paperwork. Installation itself is carried out by the MNRE-empanelled vendor selected by the customer.
> "We were told rooftop solar wasn't feasible on a heritage property in C-Scheme. After getting free guidance from PM Solar (NGO) on JDA heritage NOC and selecting an MNRE-empanelled vendor from the official list, within 6 weeks we had the JDA NOC, the JVVNL net-meter, and a fully commissioned 10 kW system that's invisible from the road." — Anil Singhvi, C-Scheme
